But the international community has been fooled many times by North Korea's strategy of sitting down at the negotiating table to gain some concession,[link widoczny dla zalogowanych], and then withdrawing again to continue its nuclear arms program.

The reason China stands by North Korea whenever it faces difficulties is that a regime collapse in the North would pit Beijing directly against the U.S. at the world's last Cold War frontier. China may be able to prevent a collapse of the regime due to external forces,[link widoczny dla zalogowanych], but it cannot keep Kim Jong-il from going under due to internal pressure.
China's support for North Korea is a stopgap that can only prevent the regime from immediate collapse. But South Korea is the only country that can help the North find the means to feed itself,[link widoczny dla zalogowanych], because Seoul is mindful of the prospect of eventual reunification. If China is really interested in North Korea's future,[link widoczny dla zalogowanych], it should push Pyongyang to take responsibility for last year's attacks,[link widoczny dla zalogowanych], so that it can win the support of Seoul.
